I'm not trying to make light of the Jewish Holocaust from WWII. Let me make that point very clear. But, there was a holocaust of sorts here in the US long before WWII, or even WWI. The US Government decided to "round up" all the Native American Tribal Indians and put them where they could be "kept under control for their own good". On these "reservations", if you will, they were crowded together on land that could not support them (by growing, or hunting, their own food, and having a fresh water supply). They were forced to depend on the US Government to feed them, clothe them, care for them medically, etc. The US Government knew that many of these "Red Devils" would not survive under these conditions, and they could care less (yes, there were a very few US officials that tried to remedy the situation, but it was too little too late). Millions of these "Red Devils" caught all sorts of deadly diseases as a direct result of the US Governments "support" programs. They caught them from blankets that the government knew had been exposed to various diseases, like Small Pox for example. The other avenues were from rancid meat and rotten vegetables. Flour that was deemed "unsuitable for human consumption". Medicines that were no more than experiments, used to see how a body would react. The goal of the US Government, by using these "reservation" projects, was to effectively wipe out the Indians all together, and, if they could not wipe them out, force them to be dependent on the US Government in order to survive. Which, as we all know, if you depend on the government for survival, then the government OWNS you. So, to answer your question, yes, anything is possible, even here in the United States. It could, given the right circumstances, happen anywhere in the world again. Somalia comes to mind.
